After 3 years of extensive planning for one of the most dramatic changes in business accounting and taxation in Spain’s history, after numerous delays, we were all set for the Verifactu rules to take effect on 1 January 2026, just 14 working days away!
In an astonishing turn, on the 2 December 2025 the Spanish government has just announced yet another delay in the implementation of the Verifactu system. This time they have delayed implementation by a year!
What is Verifactu?
Verifactu is part of Spain’s anti-fraud framework and introduces strict requirements to ensure that all invoices are generated through certified, non-alterable systems. These include unique invoice records, secure logging and a mandatory QR code. For a detailed explanation of how the system works, you can read our full overview here.
Although commonly referred to as electronic invoicing, Verifactu implies a broader transformation of invoicing processes for many businesses, especially those without modern accounting software.
At Spence Clarke we have already adapted our internal procedures and tools to the Verifactu standards. This allows our clients to approach the transition with confidence, using the additional year to assess their current systems, identify any gaps and prepare for a smooth migration to compliant software.
New implementation dates
Under the revised timetable, companies must comply with Verifactu from 1 January 2027, while self-employed individuals will enter the regime from 1 July 2027. Business organisations had warned that many smaller operators were struggling to update or replace their invoicing software in time, particularly those using bespoke systems or manual invoicing tools.
The Government’s decision acknowledges that the transition requires both technical adjustments and certification processes that, in many cases, had not yet begun.
So we truly have a case of Verifactu interruptus! Sorry to make light of this but if we couldn’t have some fun with this, we would be screaming and the Guardia Civil would be knocking on our office door to take us away!
OK, everyone’s time and effort has not been wasted as the new system will come into effect in 2027 but it would have been infinitely more sensible that the deadlines that were finalised in April of this year, had been thought through properly and we had all been given an extra year in the first place!
We like to think we are usually ahead of the wave, but with this shocking announcement, we can safely say we are, in fact, ahead of the ocean!!
