Verifactu: Spain’s New Era of Invoicing Control

What is Verifactu?

Verifactu is a new invoicing control framework introduced by the Spanish Tax Office as part of its wider strategy to combat tax fraud and increase transparency.

As explained in more detail in our dedicated article on Verifactu, the system is designed to establish stricter technical and security standards for invoicing software used in Spain.

Rather than being a platform or online portal, Verifactu establishes the technical requirements that invoicing software must meet. Under the new rules, invoices must be recorded in a secure and traceable way, ensuring they cannot be altered or deleted without leaving a digital trace.

Why is Verifactu being introduced?

The main objective of Verifactu is to prevent the manipulation of accounting and invoicing records.

Historically, certain software systems allowed invoices to be modified, deleted, or backdated after being issued. Verifactu aims to eliminate these practices by creating a more reliable and transparent invoicing system.

It also forms part of Spain’s ongoing digitalisation process, aligning the country with other European tax systems that increasingly rely on electronic invoicing and digital reporting.

Is Verifactu mandatory?

Not yet. Spain is currently in a transitional period, allowing businesses time to adapt before the system becomes compulsory.

As previously explained in our earlier article regarding the recent implementation delay, the Spanish authorities have postponed the mandatory adoption dates in order to give businesses and software providers additional time to prepare.

The current implementation dates are expected to be:

  • 1 January 2027 for companies
  • 1 July 2027 for self-employed individuals (autónomos)

During this voluntary phase, businesses can already begin implementing compliant invoicing systems.

Will businesses need new invoicing software?

In many cases, yes. Older invoicing systems may not comply with the new legal requirements, particularly if they lack the necessary traceability and security controls. However, many software providers are already updating their systems to meet Verifactu standards.

Businesses should review their current invoicing software as early as possible to determine whether updates or changes will be required

Does Verifactu involve real-time reporting?

Potentially, yes. Some compliant systems will allow invoicing information to be sent automatically to the Spanish Tax Office in real time or near real time. However, the key requirement at this stage is the integrity and traceability of the invoicing records themselves.

Why should businesses prepare early?

Early preparation allows businesses to adapt gradually and avoid operational disruption closer to the implementation deadlines.

It also provides time to:

  • Train staff
  • Test systems and procedures
  • Identify potential issues
  • Ensure full compliance before the mandatory dates

In addition, many modern invoicing systems offer improved automation, better record-keeping, and greater efficiency overall.

What are the risks of not complying?

Businesses that continue using non-compliant invoicing software once Verifactu becomes mandatory may face penalties and compliance issues.

Delaying preparation may also lead to operational difficulties if changes need to be implemented urgently at a later stage.
